Re: Empty Victrola VV-XVIII on ebay in Virginia
This may be a worthy project. I'd want to see what the area around the motor board looks like. I there's no modification the mechanical parts from a Victrola XVI would also be correct for a spring driven XVIII. The horn from a XVI may be difficult to use in the XVIII without some modification. But please know the donor XVI must be from the same era as the XVIII.

The horn is different on the XVI, it's wider and would be a challenge to make work. I'm pretty sure the horn is the same on the XVII, but I can't quite remember now as I had to do some swapping around to get a horn for the XVIII that I pieced back together. The XVI motor that they were putting in the machines in those years is exactly the same, like you mention, and the crank escutcheon is the plain one that was used on the XVI's as well and NOT the ornate one used on the XVII's. I looked at a lot of them when I put the one I have back together and that was my experience. The parts are out there, but it may take a little while to round them all up.
