I must say that I look forward to the things Jake Score has for sale - great 'non-interferred with' items.
He seems to be a really nice, knowledgeable, long term collector with a good sense of humour.
Even he doesn't know what this is though.

Isn't it to put a set of radio headphones on so they can be amplified through a horn? I'm pretty sure that's what it's meant for.

The Ekko company of Chicago seems to have been involved in the promotion or radio after WWI. They published collectable radio station stamps and albums to hold them.

The odd piece of gear in your post above may have been a means of connecting an early horn equipped radio, tube or crystal, to a larger gramophone/phonograph through the arm without the sound box. How it would hook up I cannot imagine.
The device may have been displayed at a 1922 radio show. See the PDF link below to a page from the August 1922 Radio Dealer magazine. Frustratingly the there is no description and no picture. "The Ekko Company, showing their new model phonograph adapter, were ably represented by H. E. Freund and K. R. Hare. "

The only other possible use I could imagine for the device would be the use of an acoustic talking machine as a PA system by attaching a couple of acoustic Dictaphone hoses. Weird.

Ahh ... yes.
I wonder how it would sound with my electret headphones.
