Purpose of Additional Screw on Governor’s Sleeve

I have noted a screw on the sleeve at the worm side of the spindle of most of the Victor governors. Factually this screw does not hold any of the three spring leaf ( see pics). If this screw is tightened, it jams the movement of governor sleeve between the worm and brass circular plate. If it this screw is loose, it let the sleeve to slide on the spindle and allows the springs to move inwardly. The governor works well even without this screw. So then what is the precise of purpose of this screw?

That small screw must be tight. Some governor axis have a tiny hole where the point of that screw must enter when screwed. This fixes the small collar to the governor axis in its position for proper functioning. The only part that must slide is the other collar with the circular disc.

Hello Sheraz,

That screw is used to lock that half of the governor assembly to the worm gear shaft. If that screw was not present, there would be no governor function because the worm shaft would just spin free .
The reason the screw seems to be non functional is because old oil has caused the collar to seized to the shaft. If it were disassembled and cleaned, you'd find that true. That screw must remain tight ! The other half of the governor with the movable friction plate ( it is free to move, I hope !) is the only part of the governor assembly that should be able to move on the shaft.
