The back bracket is suitable for most earlier 10” (25cm) turntable Gramophone Company (includes associated companies) machines. The black and gold stripe finish is typical for American machines but generally only found on earlier European machines (later ones were nickelled). It has probably always been with this early base.
You need to strip that paint off the horn and see if you can mould the scalloped shape back. Pathé horns normally screw into the elbow.
The handle looks like it has come from an Ericsson telephone.
