How Does This Speed Control Work?

I am looking for help in understanding how this speed control works. The part with the speed numbers does not connect to the lever. If you move the lever, it moves the speed indicating part. As you can see, I am having trouble expressing this!

That's an odd one.
I bet its oddity is due to a patent work-around.
It looks as if the smaller leaver only acts as a stop to the larger leaver to achieve proper speed. The small area noted is the target range.

Following on from James's suggestion, could the larger lever also act as a brake - then when releasing it for the turntable to start, moving to the correct speed setpoint determined by the smaller lever?

I finally figured out the problem with this brake. The knob had been replaced with a soldered in wood screw. It really needed to have a knob riveted to the arm and be captured by the curved part. It was also missing a tension spring under the arm. I made a knob and spring and now it works as it should.
