Penticton is a city in the interior of BC. It is not conveniently close to any major city in Washington state. It is about a one hour drive from the Oroville border crossing.

The machine appears to be in good cosmetic condition but we do not get to see much of the case's exterior.

Also, I cannot fathom how what appears to be an auto-brake mechanism might work. Have there been modifications to this machine?

I've seen that break in other German en Swiss machines, it is pretty standard, You start the machine moving the arm away from the center until the rod under it touches the outer side of the fork, and then it will stop when the rod touches the inner side.

I was also confused by this but I believe that the vertical rod, mounted to the underside of the tonearm, is partly camouflaged in the first picture. As mentioned by Carlos this engages with the fork below.
