The title says it all. I know the Phonograph Shop sells the arm and lever.
Does anyone know how it actually worked? How do you get tension to
stop the turntable if the lever does not press on the brake arm??

The lever DOES press on the brake arm when rotated. The rod (lever) is flattened on one side to allow the brake arm to spring away from the turntable. By rotating the lever, the rounded portion comes in contact with the brake arm and presses it against the turntable rim.
Note that earlier Berliner brakes had a single screw and the entire pivoted to make contact with the turntable rim. Be sure you're replacing with the same style brake.
