It appears to be someone's scheme to manufacture cylinders- maybe they were cast from recordings, maybe they're blanks. Ingenious, but the results will be junk.

Probably took a cylinder, and vasalined it up, put it in a cardboard tube, filled it with plaster and made a mold that way. Probelem is you would have to ream the heck out of the inside, and the outside would be thin, blanks have to be much thicker than the finished blank.
