Small smooth oak Victor horn question.

I recently looked at a small smooth oak Victor horn and it occurred to me that the small oddly shaped pieces of veneer that make up the horn fit together like a jigsaw puzzle. I know the little smooth horns came out late in the horn era. By then Victrola sales were the primary concern of the Victor company. Victor must have had vast quantities of scrap veneer. Do you think it's possible that the small horns were made using scrap veneer in an attempt to use material that would otherwise be scrap veneer? Jerry Blais
