Hello,
Probably a dumb question but, is the governor sleeve the large tube on the left side of the shaft?

Yes that is the governor sleeve. As the weights expand the felt pads rub against the brake disc (left).

So, how do you oil it? Turn the machine on its side and let it drip in? (I'd assume not since the owners manual never says to remove the motor for service) Just oil the shaft?

Yes, a drop of that new Singer oil on the shaft will do the trick.
